Sir Tim Berners-Lee es responsable de popularizar Internet y hacerla accesible para todos.
Había establecido un grupo para analizar el potencial del uso de la computadora dentro de DARPA. No era una ocupación de tiempo completo en ese entonces, y cada miembro del grupo trabajaba en un departamento diferente con una forma diferente de acceso a las herramientas de comunicación por computadora. Esto significaba que si Licklider quería contactar a todas las personas del equipo, necesitaba usar una computadora diferente para cada persona.
En aquellos días (principios de la década de 1960), esto habría sido enormemente frustrante. De hecho, cada computadora era una terminal de mainframe, por lo que necesitaba tres terminales y todos sus periféricos asociados (teclados, etc.) instalados en su escritorio. Aún más frustrante fue que cada unidad central utilizaba un idioma y una interfaz completamente separados. Entonces, para comunicarse con un investigador, debe encender la Terminal A y luego escribir los comandos en un idioma. Para enviar el mismo mensaje a otro investigador, tendría que encender la Terminal B y escribir un conjunto de comandos completamente diferente. El concepto que se convertiría en Internet nació de la frustración de Licklider con este estado de cosas. Comenzó a hablar sobre una única red unificadora en la que todos podían hablar con todos los demás sin tener que cambiar las computadoras o los sistemas. Esta era una noción muy progresista, sobre todo porque incorporaba la predicción de que las computadoras se reducirían en tamaño, se desarrollarían en sofisticación y bajarían de precio en poco tiempo. De hecho, ¡Licklider comenzó a impulsar esta idea en 1960! Con una sólida formación en informática y tecnología de la información, él fue la persona adecuada para lograrlo.
